Compliance! Where do you start? Ever wish documentation was easier to manage and monitor? This three-day event will provide federal grant administrators, leaders, directors, and business managers with the tools and knowledge to close out the school year and start the new school year with compliance success. Participants will develop and refine their skills to analyze documentation for the essential components and enhance leaders’ understanding of how to meet compliance with a step-by-step process.
Title I Program, Title I Fiscal, Title II, and Title IV Compliance Academies
Each session will start at 8:30 am and end by 4 pm and be held in San Antonio, TX (in-person).

Day 1- Title I Program Compliance Academy - will include training on how to understand, manage, and effectively monitor Title I program compliance documentation for each of the following Title I requirements: Comprehensive Needs Assessment, Schoolwide Plan (D/CIP), Parents' Right to Know, Federal School Report Card, Annual Title I Meeting, School/Parent Compact, School/Parent Compact during Parent/Teacher Conferences, Parent & Family Engagement Policy, Value & Utility of Working with Parents-Staff Training, Title I Program Evaluation, Public Notice of Intent to Apply for ESSA Programs, and Private Non-Profit Schools. Registration costs include a free copy of the book “Compliance by Design” with access to the Digital Documents Drive.
Day 2-Title I Fiscal Compliance Academy - will include training on Title I fiscal compliance to include eligibility, Rank & Serve, Comparability, Supplement Not Supplant Methodology, Maintenance of Effort, Procurement, District Reservations, REAP/Transferability, Equitable Services for Private Non-Profit schools Title I allocations, allowable use of funds, Title I budget codes, and much more. Day 3- Title II Compliance Academy- Title II Compliance Academy will provide attendees with knowledge and skills on how to understand, plan, coordinate, manage, and monitor Title II compliance requirements with useful templates, checklists, and forms to ensure your success: Title II Comprehensive Professional Development Plan, Allowable uses of funds, Class-size reduction, Professional Development, Travel Reimbursement, Title II Private Non-Profit Schools, Memorandums of Understanding, Contract Management, Procurement, Title II job descriptions and Time & Effort reporting, Budgeting and Allocations, Title II funds for Teacher Mentoring & Induction Programs or Teacher & Principal Resident Programs, Teacher and Staff Recruitment and Retention, Requests for Proposals/Qualifications, and much more. Day 4- Title IV Compliance Academy - is built to help districts move beyond simply spending funds and instead create a strategic, student-centered system that supports the whole child. This training equips participants with the knowledge and tools needed to design, implement, and monitor Title IV programs that are aligned to identified needs and grounded in compliance.
Through a structured and practical approach, attendees will learn how to connect their Comprehensive Needs Assessment to meaningful investments across well-rounded education, safe and healthy student initiatives, and the effective use of technology. Emphasis is placed on intentional planning, documentation, and program evaluation to ensure that every dollar spent demonstrates impact and purpose.
Participants will also gain clarity on key compliance components such as allowable uses of funds, equitable services for Private Non-Profit Schools, supplement not supplant considerations, procurement, and contract management. With the support of ready-to-use templates, timelines, and monitoring tools, districts will be positioned to confidently manage Title IV as a cohesive system—not a collection of disconnected activities.
